Although the unemployment rate in North Carolina still hovers around 10 percent, employers are struggling to fill vacancies and are forced to hire workers from outside of the state. Although the irony is not lost on North Carolina workers or employers, there seems little either can do to tackle the deep-seated issues that have created this situation.
According to a survey by the North Carolina Association of Workforce Development Boards, businesses throughout North Carolina cannot find workers to fill in skilled positions. The survey questioned over 1,,150 managers from all 100 counties in North Carolina. The survey was a follow-up exercise to a similar 2007, which also highlighted the vacuum of skilled workers that exist in many employment sectors of North Carolina’s industry.
What can be done to improve this gap between the skills offered by North Carolina workers and the skills businesses require? Diversification and significant investments in education and infrastructure may be an answer. At least it seems to have worked for the city of Rochester, NY, which now enjoys a relatively low unemployment rate and has helped the unemployment rate of its entire region to drop under 7 percent. What did Rochester do right and what does this have to do with North Carolina?
Throughout the last decade Rochester has seen its manufacturing industry decline as businesses moved factories abroad. North Carolina can relate to this decline in the manufacturing industry. However, throughout the same last decade, Rochester has invested in colleges, universities, infrastructure and amenities, which have attracted an wide spectrum of small and medium-sized technology companies to the area.
An industry in North Carolina that is showing signs of recovery is information technology. According to a survey carried out by SkillProof, the number of IT jobs in January 2012 was 4,090, which actually represents a drop from the number of openings in January 2011: 4,180. These numbers are actually representative of pre-recession years, which indicates a stable demand for IT workers.
